Out-of-bounds read & write in RFC 3211 KEK Unwrap
Summary
Issue summary: An application trying to decrypt CMS messages encrypted using
password based encryption can trigger an out-of-bounds read and write.
Impact summary: This out-of-bounds read may trigger a crash which leads to
Denial of Service for an application. The out-of-bounds write can cause
a memory corruption which can have various consequences including
a Denial of Service or Execution of attacker-supplied code.
Although the consequences of a successful exploit of this vulnerability
could be severe, the probability that the attacker would be able to
perform it is low. Besides, password based (PWRI) encryption support in CMS
messages is very rarely used. For that reason the issue was assessed as
Moderate severity according to our Security Policy.
The FIPS modules in 3.5, 3.4, 3.3, 3.2, 3.1 and 3.0 are not affected by this
issue, as the CMS implementation is outside the OpenSSL FIPS module
boundary.

Improper Access Control in Splunk Monitoring Console App
Summary
In Splunk Enterprise versions below 10.0.2, 10.0.3, 9.4.8, and 9.3.9, a low-privileged user who does not hold the "admin" Splunk role could access the Splunk Monitoring Console App endpoints due to an improper access control. This could lead to a sensitive information disclosure.<br><br>The Monitoring Console app is a bundled app that comes with Splunk Enterprise. It is not available for download on SplunkBase, and is not installed on Splunk Cloud Platform instances. This vulnerability does not affect [Cloud Monitoring Console](https://help.splunk.com/en/splunk-cloud-platform/administer/admin-manual/10.2.2510/monitor-your-splunk-cloud-platform-deployment/introduction-to-the-cloud-monitoring-console).

Inconsistent handling of O_CREATE|O_EXCL on Unix and Windows in os in syscall
Summary
os.OpenFile(path, os.O_CREATE|O_EXCL) behaved differently on Unix and Windows systems when the target path was a dangling symlink. On Unix systems, OpenFile with O_CREATE and O_EXCL flags never follows symlinks. On Windows, when the target path was a symlink to a nonexistent location, OpenFile would create a file in that location. OpenFile now always returns an error when the O_CREATE and O_EXCL flags are both set and the target path is a symlink.

urllib3 vulnerable to decompression-bomb safeguard bypass when following HTTP redirects (streaming API)
Summary
urllib3 is an HTTP client library for Python. urllib3's streaming API is designed for the efficient handling of large HTTP responses by reading the content in chunks, rather than loading the entire response body into memory at once. urllib3 can perform decoding or decompression based on the HTTP `Content-Encoding` header (e.g., `gzip`, `deflate`, `br`, or `zstd`). When using the streaming API, the library decompresses only the necessary bytes, enabling partial content consumption. Starting in version 1.22 and prior to version 2.6.3, for HTTP redirect responses, the library would read the entire response body to drain the connection and decompress the content unnecessarily. This decompression occurred even before any read methods were called, and configured read limits did not restrict the amount of decompressed data. As a result, there was no safeguard against decompression bombs. A malicious server could exploit this to trigger excessive resource consumption on the client. Applications and libraries are affected when they stream content from untrusted sources by setting `preload_content=False` when they do not disable redirects. Users should upgrade to at least urllib3 v2.6.3, in which the library does not decode content of redirect responses when `preload_content=False`. If upgrading is not immediately possible, disable redirects by setting `redirect=False` for requests to untrusted source.

Lack of limit when parsing cookies can cause memory exhaustion in net/http
Summary
Despite HTTP headers having a default limit of 1MB, the number of cookies that can be parsed does not have a limit. By sending a lot of very small cookies such as "a=;", an attacker can make an HTTP server allocate a large amount of structs, causing large memory consumption.

AIOHTTP is vulnerable to HTTP Request/Response Smuggling through incorrect parsing of chunked trailer sections
Summary
AIOHTTP is an asynchronous HTTP client/server framework for asyncio and Python. Prior to version 3.12.14, the Python parser is vulnerable to a request smuggling vulnerability due to not parsing trailer sections of an HTTP request. If a pure Python version of aiohttp is installed (i.e. without the usual C extensions) or AIOHTTP_NO_EXTENSIONS is enabled, then an attacker may be able to execute a request smuggling attack to bypass certain firewalls or proxy protections. Version 3.12.14 contains a patch for this issue.

Incorrect results returned from Rows.Scan in database/sql

Cancelling a query (e.g. by cancelling the context passed to one of the query methods) during a call to the Scan method of the returned Rows can result in unexpected results if other queries are being made in parallel. Unbounded allocation when parsing GNU sparse map in archive/tar
Summary
tar.Reader does not set a maximum size on the number of sparse region data blocks in GNU tar pax 1.0 sparse files. A maliciously-crafted archive containing a large number of sparse regions can cause a Reader to read an unbounded amount of data from the archive into memory. When reading from a compressed source, a small compressed input can result in large allocations.

Summary
The arrayLimit option in qs did not enforce limits for bracket notation (a[]=1&a[]=2), only for indexed notation (a[0]=1). This is a consistency bug; arrayLimit should apply uniformly across all array notations.
Note: The default parameterLimit of 1000 effectively mitigates the DoS scenario originally described. With default options, bracket notation cannot produce arrays larger than parameterLimit regardless of arrayLimit, because each a[]=valueconsumes one parameter slot. The severity has been reduced accordingly.

Insufficient validation of bracketed IPv6 hostnames in net/url
Summary
The Parse function permits values other than IPv6 addresses to be included in square brackets within the host component of a URL. RFC 3986 permits IPv6 addresses to be included within the host component, enclosed within square brackets. For example: "http://[::1]/". IPv4 addresses and hostnames must not appear within square brackets. Parse did not enforce this requirement.
