Summary
Siemans WIBU Systems CodeMeter
Notes
Summary
WIBU Systems published information about a heap buffer overflow vulnerability and associated fix releases of CodeMeter Runtime, a product provided by WIBU Systems and used in several Siemens industrial products for license management.
The vulnerability is described in the section "Vulnerability Classification" below and got assigned the CVE ID CVE-2023-3935.
Successful exploitation of this vulnerability could allow
- an unauthenticated remote attacker to execute code on vulnerable products, where CodeMeter Runtime (i.e., CodeMeter.exe) is configured as a server, or
- an authenticated local attacker to gain root/admin privileges on vulnerable products, where CodeMeter Runtime is configured as a client.
Siemens has released updates for several affected products and recommends to update to the latest versions. Siemens is preparing further updates and recommends countermeasures for products where updates are not, or not yet available.
General Recommendations
As a general security measure, Siemens strongly recommends to protect network access to devices with appropriate mechanisms. In order to operate the devices in a protected IT environment, Siemens recommends to configure the environment according to Siemens' operational guidelines for Industrial Security (Download:
https://www.siemens.com/cert/operational-guidelines-industrial-security), and to follow the recommendations in the product manuals.

Recommended Practices
CISA recommends users take defensive measures to minimize the exploitation risk of these vulnerabilities.
Recommended Practices
Minimize network exposure for all control system devices and/or systems, and ensure they are not accessible from the internet.
Recommended Practices
Locate control system networks and remote devices behind firewalls and isolate them from business networks.
Recommended Practices
When remote access is required, use more secure methods, such as Virtual Private Networks (VPNs), recognizing VPNs may have vulnerabilities and should be updated to the most recent version available. Also recognize VPN is only as secure as its connected devices.
Recommended Practices
CISA reminds organizations to perform proper impact analysis and risk assessment prior to deploying defensive measures.
Recommended Practices
CISA also provides a section for control systems security recommended practices on the ICS webpage on cisa.gov. Several CISA products detailing cyber defense best practices are available for reading and download, including Improving Industrial Control Systems Cybersecurity with Defense-in-Depth Strategies.
Recommended Practices
CISA encourages organizations to implement recommended cybersecurity strategies for proactive defense of ICS assets. Additional mitigation guidance and recommended practices are publicly available on the ICS webpage at cisa.gov in the technical information paper, ICS-TIP-12-146-01B--Targeted Cyber Intrusion Detection and Mitigation Strategies.
Recommended Practices
Organizations observing suspected malicious activity should follow established internal procedures and report findings to CISA for tracking and correlation against other incidents.
