&lt;p&gt;sctp: move SCTP_CMD_ASSOC_SHKEY right after SCTP_CMD_PEER_INIT&lt;/p&gt;
&lt;p&gt;A null-ptr-deref was reported in the SCTP transmit path when SCTP-AUTH key
